Does a CFI have to personally fly with a student to be able to sign him off for a solo x- country? The route has been flown by the student and another instructor already.
 
I'm gonna say yes.

61.93 (c) Endorsements for solo cross-country flights. Except as specified in paragraph (b)(2) of this section, a student pilot must have the endorsements prescribed in this paragraph for each cross-country flight:
(1)
Student pilot certificate endorsement. A student pilot must have a solo cross-country endorsement from the authorized instructor who conducted the training, and that endorsement must be placed on that person's student pilot certificate for the specific category of aircraft to be flown.

If the other instructor already gave the initial xc signoff, it shouldn't be a problem.
 
That's really not enough information for either a legal or practical answer. Whether the route itself was already flown doesn't matter that much (unless its one of the "repeated" flights endorsements).

Does the student already have the endorsement that miitour pointed to?

Is the new CFI taking over the training or just doing the 61.93(c_(2)(ii) single flight endorsement?
 
If you're making the "I checked the planning and it looks good" endorsement (sorry, too lazy to check the exact wording) then you should be fine. If you endorse the back of the certificate, then you need to have flown with them.

Yes, The Student pilot license has already been endorsed by another instructor The new instructor is only doing the 61.93 single flight endorsement.

Then, as Flyer172r said, it should be fine. But (there's always a but...)

The CFI who does the sign off should be cautions. He =does= have some responsibility and this may be a student that the CFI doesn't know. In addition to reviewing the cross country planning paperwork and orally quizzing the student, The CFI should check all of the regular solo and cross country endorsements. Not only for existence and currency, but for content. For example, if the solo certificate has a crosswind, ceiling and visibility limitation, I'd be hesitant in signing off a student I didn't know if there was any realistic potential that the weather would change that much.

One other question in my mind: why is the primary CFI unable to do the endorsement himself?

No. If the student only needs an additional cross country flight, then any CFI and review the students planning and prep and endose the student for the flight.

can you elaborate?

From how I'm reading 61.93, each solo x-c needs a student pilot certificiate endorsement by the instructor who did the training...among other things...

I'm probably reading into it wrong, or lookin in the wrong place, because everyone I've talked to has said the same thing you've said...I just can't find where in the book...

The general cross country endorsements under 61.93(c) come in a 3-pack

1. A Student Pilot certificate endorsement for solo cross country flight for each category of aircraft [61.93(c)(1)]. This is a one-time endorsement for each category.

2. A logbook endorsement for solo cross country flight for each make and model of aircraft [61.93(c)(2)(i)]. This is a one-time endorsement for each make and model.

3. A logbook endorsement authorizing each flight saying that the student did a good job of preparing for the flight and it can be safely made. [61.93(c)(2)(ii)]. This is an endorsement that is required for each flight.

1 and 2 need to be done by the CFI who provided the training. 3 can be done by a CFI who did not provide the training but reviewed the route, weather, and student planning.
