Are the job fairs the only way to get an interview with skywest?

Nope. If you know someone on the inside that can walk your resume in, that's almost a guaranteed interview. If your flight time is a little higher (with a bit of turbine time), your application just might stand out and you'll get a call out of the blue. There's no defined formula.

If there was a defined formula on running an Airline. None of the Airlines would be considering bankruptcy or buying and selling each other. The Voucabulary word called LOGIC. Does not exist at an Airline. But hey good luck on that call I hope you get it.
