Is it allowed in your manual to overwing fuel with Pax on board?

I was on a flight out of SLC the other day and there was something wrong with the single point control panel...

Just curious.

No boarding or deplaning when fueling the LEFT wing but pax may remain on board. Boarding OK when the right side is being fueled overwing.
