A: Yes, but to no greater extent than the airlines.
Does that mean that they are flying to Cat II/III minimums in a piston-twin Cessna? Maybe even autoland? Or is it a FAQ answer put together by a non-pilot?
Stay away. Stay far, far away. Skytaxi used to operate in Oregon, and all the FBOs that got conned into joining them got royally screwed. Many were stuck with 414s that no one wanted, and most are still owed huge sums of money. Many of the ex-employees are owed back pay as well.

I was involved with them at their original operation in Oregon, until I realized that they weren't paying their bills. The concept was almost a good one. The passengers loved the program, because they were getting really low charter rates. The problem was that the company wasn't charging enough to break even, so the franchise owners got royally screwed.
