The common understanding with Special VFRs is that only 1 aircraft is allowed in the surface area. Correct?

Now if we had a class D airspace with radar in the field then the tower would be able to provide vectors. If this airport had two parallel runways at 2,500’ apart then staggered IFR approaches would also be allowed with a separation of 1.5NM between aircraft.

Could we at this hypothetical airport have simultaneous Special VFR operations?
 
For SVFR the best you'd get is a suggested heading; not vectors. You also won't get an altitude in the clearance because the pilot is expected to remain clear of clouds. You can't get more than one SVFR aircraft into our out of an airport at a given time.
 
In the Visual Chapter of the Controllers Handbook we find:
Approved separation between SVFR fixed-wing aircraft, and between SVFR fixed-wing aircraft and IFR fixed-wing aircraft, is prescribed in Chapter 6 and Chapter 7, para 7-5-4, Altitude Assignment. Radar vectors are authorized as prescribed in para 5-6-1, Application, subpara f.
Chapter 6 deals with Non-radar environments, Chapter 7 with Visual, and Chapter 5 covers Radar environements. It appears that there can be multiple SVFR operations with the same standards of separation applied for the appropriate environment.
 
There is another thread on this subject somewhere.
Its legal, I've had up to 5 207's sharing the same special, both inbound and out. ...and that was non-radar with a FSS working the zone.
