The common understanding with Special VFRs is that only 1 aircraft is allowed in the surface area. Correct?

Now if we had a class D airspace with radar in the field then the tower would be able to provide vectors. If this airport had two parallel runways at 2,500’ apart then staggered IFR approaches would also be allowed with a separation of 1.5NM between aircraft.

Could we at this hypothetical airport have simultaneous Special VFR operations?
 
Multiple special vfr operations in a control zone or class E surface area are common..... First aircraft receives special vfr, second aircraft requests special vfr and states that first aircraft is in sight and receives special vfr clearance and suddenly you have a "train" of special vfr traffic streaming into to the class E surface area. Of course this is in Alaska and atc may be a little more reluctant to do that down in America....
