Can someone tell me the possible causes for a TSIO-360 to blow out a turbocharger after 15-20 hrs? This occurs repeatedly (the engine has exceeded TBO)
 
What is meant by "blow out". What is failing? Compressor? Turbine? Bearings?
Was the bypass screw adjusted/changed?
 
I do not know the exact details, but the unit still operates, but at a much lower capacity (takeoff power is achieved at sea level)
 
If its a re-occuring problem, then its not likely to the turbo's problem. There are two check valves in the oil supply/scavenge lines. If they are mounted backwards, or obstructed, then you wouldn't get the necessary lubrication to the unit and that would cause premature failure.

If the induction or exhaust system is compromised (leaking), then that would be indicative of full power on take-off, but not at critical altitude. You should be able to get full boost to 12,500 pressure altitude.
