Has any one found out how to comply with the fingerprinting and criminal background checks that are required with the new Security Program ( Feb 1st deadline, until postponed again)? Who to contact? Local FBI office? This is to comply with (I think) 19 CFR part 1544.

How do people feel about the proposed requirement to file outbound electronic APHIS manifests as well as the current inbound. I think they should have an alternate means of submitting those... (like a fax submission) due to the unscheduled and changing nature of 135 and access to the internet when away from home base. And what about the proposed rule to allow computer access of PNR info for INS/Customs. Any idea how the small on-demand operators will handle this?
 
Do you have to do an outbound APIS now or is that just proposed.
Coming from Canada we do one coming inbound with pax, not cargo, but haven't heard anything about doing one outbound back to Canada???
 
The outbound APIS is only proposed, but they are suggesting you do it anyway. Not sure if they have set a deadline to make it mandatory yet. See www.nbaa.org for the latest.
 
The TSA obviously hasn't asked for any assistance from those in this part of the industry. It would seem like common sense to go through an FBI criminal history check or some other law enforcement authority. What happened to all of the background checks we had to do for the Winter Olympics in Salt Lake? Did they just disgard all of this info? I still have my ID card from that and it is of no use. They need to make the proper forms and ship them to us since we have all registered with them and put the required steps down on paper so we can all get this stupid ruling complied with. What are they going to achieve with it anyhow? They are so bent up on security and keeping this rule secret that it's just causing alot of confusion for us and for themselves. Anyways, I hope they can get their act together so we can comply with their demands.
