Can a private pilot who is traing for an Ifr ticket use a Commercial pilot as a safety pilot with intention to build xc time under the hood?
If so can they both legally log the time? If so as what, pic, dual etc.

The regs are very vauge.

Actually the regs are very clear and have been consistently interpreted for at least 20 years. Some people's understanding of them is vague. :)

A private or higher grade pilot with the appropriate category or class ratings can act as a safety pilot.

The safety pilot (if qualified) may act as PIC on the flight. If she does, then she may log the time that the flying pilot is under the hood as PIC because she is acting as PIC in a flight operation that requires more than one pilot. If the safety pilot is not acting as PIC then she may log SIC time.

In either case, the flying pilot, assuming the proper category, class (and type if applicable) ratings, may log PIC because he is the sole manipulator of the controls of an aircraft for which he is rated.

(Yup, if the safety pilot is acting as PIC, they both get to log PIC time while the flying pilot is under the hood)

"Dual" is not an issue unless there is a CFI involved.
