Safety Pilot Question

Ok 2 pilots want to log some time. Here are the pilots:

Pilot A: CPL, Instument, Multi
Pilot B: PPL

Its nice weather, and Pilot A rents a Seminole. He wants to practice approaches. Can Pilot B act as a safety pilot, and both log time? He has no multi rating. Thats something my buddies and I have been arguing over, and want to clear up.
 
§ 91.109 Flight instruction; Simulated instrument flight and certain flight tests.

(b) No person may operate a civil aircraft in simulated instrument flight unless—

(1) The other control seat is occupied by a safety pilot who possesses at least a private pilot certificate with category and class ratings appropriate to the aircraft being flown.

So no, your PPL pilot must have at least a MEL rating.
