Confused ...

if 1/4 Statute mile = 1600 feet RVR, why does 1/2 mile = 2,400 RVR and not 3,200 (two times 1600)?

Similarly if 1/2 mile = 2,400 RVR why does 1 mile not equal 4,800 RVR?
 
They round things off when they make regs. 1 Mile is 5280', so 2400 is closer then 6000'. Also playing into effect is when you convert it to meters. Using the numbers they use, just makes life easier. Don't worry so much about why they use specific numbers for vis, just remember what they are and how to apply them.
