When do you need runway lights to depart an airport VFR part 91 and 135? Is it sunset to sunrise? I can't seem to find the answer in the FAR's.

Ummm, I don't know anything about Part 135. But Part 91, there's no requirements for runway lighting.
 
For FAR 135 operations refer to 135.229. For FAR 91 there's nothing specific, but 91.13 will be likely cited if any problem results from operating without adequate runway lighting.
 
we discussed this one a while back, I think....

...or maybe it was the "electrical failure" so you couldn't turn on the lights (no radio) and had no landing light...

I'm pretty sure Part 91 its not a biggie unless you bend something...135 on the other hand...

I think the answer you're looking for under 135 is "civil twilight", which isn't the same thing as one hour before or after sunset/sunrise. It is published for specific airports and could probably be found online.
