Craniums up. This program has been extended, and slots are still available. Can sign up for up to 36 months, enter at previous rank, not elibible for promotion, and no active duty service commitments overriding original contract. Intent is to fill staff billets with rated expertise. Nothing stops you from negotiating a full time flying job at your favorite wing. A. HQ USAF/DPF MSG DTG R 221445Z NOV 00 MESSAGE, SAME SUBJECT

1. THIS MESSAGE CLARIFIES CHANGES MADE FROM REFERENCED MESSAGE AND
AUTHORIZES IMPLEMENTATION OF THE RETIRED AVIATOR RECALL PROGRAM AUTHORIZED
UNDER SECTION 688A, FY03 NATIONAL DEFENSE AUTHORIZATION ACT (NDAA), AND/OR
SECTION 503 OF THE CONFERENCE REPORT.

2. SECTION 688A AUTHORIZED THE SECRETARY OF THE MILITARY DEPARTMENT TO ORDER
TO ACTIVE DUTY A RETIRED OFFICER HAVING EXPERTISE AS AN AVIATOR TO FILL
STAFF POSITIONS NORMALLY FILLED BY AVIATORS ON ACTIVE DUTY. SECTION 688A
AUTHORIZES SECRETARIES OF THE MILITARY DEPARTMENTS TO RECALL TO ACTIVE DUTY
NO MORE THAN 500 OFFICERS AT ANY TIME UNDER THIS SECTION. OSD HAS ALLOTTED
THE AIR FORCE 208 OF THESE SLOTS. AN OFFICER MAY NOT BE ORDERED TO ACTIVE
DUTY UNDER THIS SECTION AFTER SEPTEMBER 30, 2008.

3. SCARF CONTINUES DELEGATION OF IMPLEMENTATION OF PROGRAM, APPROVE OFFICERS
FOR RECALL TO ACTIVE DUTY UNDER SECTION 688A, AND APPROVE EAD ENTRY IN GRADE
OF LIEUTENANT COLONEL WHEN APPROPRIATE. AFPC/DPAO HAS AUTHORITY TO
DISAPPROVE INDIVIDUAL OFFICERS FOR RECALL. RETIRED OFFICERS SELECTED FOR
VOLUNTARY RECALL WILL BE ORDERED TO EAD AS OUTLINED IN AFI 36-2008 USING THE
FOLLOWING CRITERIA. SPECIFIC IMPLEMENTATION AND APPLICATION INSTRUCTION WILL
FOLLOW FROM AFPC.

A. PILOTS, NAVIGATORS AND AIR BATTLE MANAGERS RETIRED IN THE GRADE OF LT COL
AND BELOW MAY APPLY.

B. RECALLED OFFICERS WILL NOT BE LIMITED TO THE MAXIMUM YEARS OF SERVICE FOR
THEIR RESPECTIVE GRADES. OFFICERS WHO RETIRED DUE TO SELECTIVE EARLY
RETIREMENT BOARDS ARE ELIGIBLE FOR RECALL UNDER SECTION 688A. OFFICERS
PERMANENTLY RETIRED FOR PHYSICAL DISABILITY ARE NOT ELIGIBLE FOR RECALL.

C. RETIREES MAY BE ACCESS TO FILL HQ RATED STAFF POSITIONS ABOVE WING LEVEL.
HOWEVER, OTHER RATED STAFF POSITIONS MAY BE CONSIDERED ON A CASE-BY-CASE
BASIS. WE WILL EVALUATE THE NEED TO CONTINUE THE RETIRED RECALL AUTHORITY
BEYOND THIS PERIOD AT A LATER DATE.

D. ACP: RETIRED OFFICERS VOLUNTARILY RECALLED TO ACTIVE DUTY ARE NOT
ELIGIBLE FOR AVIATOR CONTINUATION PAY (ACP). THE ACP PROGRAM IS A TACTICAL
RETENTION TOOL ADJUSTED FROM YEAR TO YEAR AS THE RETENTION ENVIRONMENT OF
THE AIR FORCE EVOLVES. IF, AT SOME POINT, THE AIR FORCE DETERMINES THAT ACP
IS NECESSARY TO INCREASE THE SERVICE COMMITMENT OF RETIRED OFFICERS
VOLUNTARILY RECALLED TO ACTIVE DUTY THEN ACP MAY BE OFFERED, AS AIR FORCE
NEEDS DICTATE. IF OFFERED, ACP AGREEMENT TYPES AND ELIGIBILITY WILL BE
SPECIFIED IN THE ANNUAL ACP IMPLEMENTATION MESSAGE.

E. THE PROVISIONS OF AFI 36-2008, PARA 13.1 REQUIRING LIMITING EAD TO THE
MINIMUM TIME NEEDED TO COMPLETE A SPECIFIC ASSIGNMENT ARE AUTOMATICALLY
WAIVED FOR THE DURATION OF THIS PROGRAM. OFFICERS MAY BE RECALLED FOR
VARYING PERIODS UP TO 36 MONTHS, WITHIN THE STATUTORY LIMITATIONS FOR THE
PROGRAM. NO ACTIVE DUTY SERVICE COMMITMENT WILL BE INCURRED FOR SELECTEES
ORDERED TO EAD EXCEPT AS AGREED UPON AS PART OF THE APPLICATION (AFI
36-2008, TABLE 2). MEMBERS MAY BE REASSIGNED (PCS) AT THE COMPLETION OF
THEIR CURRENT TOUR IF THEY ARE VOLUNTEERS TO DO SO. SUBSEQUENT TOURS AND
ASSIGNMENTS WILL BE BASED ON THE NEEDS OF THE USAF.

F. CONSIDERATION SHOULD BE GIVEN TO APPLICANTS' SECURITY CLEARANCE, PRIOR
RECORD OF PERFORMANCE (INCLUDING REGENCY OF RATED EXPERIENCE) AND ABILITY TO
SATISFY MEDICAL REQUIREMENTS, AS WELL AS ELAPSED TIME SINCE LAST SERVING ON
ACTIVE DUTY. HOWEVER, OFFICERS SHOULD BE RETIRED NO MORE THAN FIVE YEARS
BEFORE DATE RECALLED.

G. RETIREES ARE NOT ELIGIBLE FOR PROMOTION WHILE RECALLED. HOWEVER,
SUPERVISORS SHOULD GIVE INITIAL PERFORMANCE FEEDBACK TO SET EXPECTATIONS.
EVALUATIONS (LOES OR OPRS) SHOULD BE WRITTEN FOR THOSE OFFICERS REMAINING ON
ACTIVE DUTY FOR PERIODS OF TIME APPROPRIATE TO DOCUMENT PERFORMANCE. SUCH
DOCUMENTATION WILL BE USED TO VERIFY PERFORMANCE AND EXPERIENCE SHOULD
OFFICERS APPLY TO EXTEND THEIR RECALL PERIOD.

4. CONTINUE TO SUBMIT A REPORT ON USE OF THIS AUTHORITY NLT OCTOBER 15 OF
EACH YEAR OF THE AVIATOR RECALL PERIOD, FY03-08. INFORMATION REQUIRED ON
EACH OFFICER RECALLED IS NAME YEAR RECALLED, GRADE, RETIREMENT DATE,
POSITION/JOB DESCRIPTION, AND RECALL LENGTH. FOR DISAPPROVED APPLICATIONS,
PROVIDE SAME INFORMATION AND REASON FOR DISAPPROVAL. FY03 REPORT IS DUE FROM
AFPC TO HQ USAF/DPLFA NLT 5 OCT 03. SUBSEQUENT REPORTS ARE DUE 5 DUTY DAYS
AFTER THE END OF THE FISCAL YEAR BEING REPORTED. AFPC SHOULD WORK WITH
MAJCOMS TO ENSURE THEY SUBMIT ANY INFORMATION REQUIRED IN TIME TO MEET OSD
AND CONGRESSIONAL REPORTING REQUIREMENTS.
