thought so my APD and i are in disagreement but i said it counts. does anyone know if there is referecne anywhere that proves reduce rest counts as reguried rest

I've never heard that questioned before. A simplified way of wording it would be "No company may schedule a pilot for more than 8 hours between rest periods". It doesn't matter whether the rest that bookends the duty period is "reduced" or "required", you simply can't schedule a pilot for more then 8 hours of flight time at a time.

a) No certificate holder conducting domestic operations may schedule any flight crewmember and no flight crewmember may accept an assignment for flight time in scheduled air transportation or in other commercial flying if that crewmember's total flight time in all commercial flying will exceed --
(1) 1,000 hours in any calendar year;
(2) 100 hours in any calendar month;
(3) 30 hours in any 7 consecutive days;
(4) 8 hours between required rest periods.

Yes, it's paragraph C. It counts as long as you get compensatory rest.
