I am looking for information pertaining to the establishment, furnishing, and maintenance of private air fields. What are the best surface materials,meteorlogical equipment, etc.

I'm not the one to be answering here but since no one else has said anything....

For a private strip with no instrument procedures you can do what ever you want and paint it however you want or not at all. Just have any paving company come in and make you a loooong driveway. If I were going to make my own little private strip I'd definitely have a paved and a grass portion. If I wanted to get into building and flying squirrely little experimental tail draggers (which I would definitely do if I had my own private strip). I'd like to have the peace of mind that a grass strip gives.
 
Thank you, the manual from TX was exactly what I was looking for. Any insight on the politics involved in permitting would also be a big help!

Do you happen to know if there is special permitting involved if a private airstrip is used for another service such as a dude ranch, or a B&B, or a fishing camp?

That will vary from state to state and county to county. I'd start by checking with your state dept. of transportation and county for zoning.
