I remember my primary flight instructor used to say, "There is no dumb question", so here it goes.

When flying a turbine aircraft equipped with an FMS system, is there any regulation that makes it mandatory to have a users guide available to the crew in flight?

I can't quote a specific reg right now, but I know that Part 135 requires there to be a manual onboard for avionics like GPS, FMS, etc.
 
What does the AFM/POH Supplement say? Most likely you will find the FMS amnual has to be in the aircraft. True for a UNS-1M at least.
 
I will agree this should be some kind of operating manual required for the a/c
 
The operators manual is usually considered part of the AFM supplement and there for has to be on the aircraft.
