Regionals will get up to 90 a/c between 51-76 seats, but could get add'l a/c on a 1:1 basis if NWA orders the 190/195. Does this mean the 190/195 cannot be ordered by mainline until the 90 a/c regional cap is filled, or is their no limit on the 190/195 order?

They can take 190/195 aircraft as soon (and as many) as they want. Per ALPA, the goal of this TA was to entice NWA acquire these aircraft to keep as much flying at mainline as possible. This is the reason for the 90 a/c limit on the 51-76 seaters at the feeder ops.
