I think that it always was?

It just had some extra requirements for the a/c..

something like 2 batteries, 2 alternators..blah blah blah etc...

It was actually a change a few years back, used to be prohibited. There's a thread on it that goes into a lot of detail, do a search for "Saratoga IFR 135" and you should find a lot more info.
 
I think it was pax but even then I'm not sure it was illegal, just restricted. Cargo ops have been flying SE IFR for a long time now.
 
There's a company called SATSair (i think that's the name) that flies pax in the Cirrus.
