I was wondering if a flight instructor (part 135) who does all flight and ground instruction for a part 135 intial check ride. Is it ok for him to also give the check ride?

Happens all the time. Better for you, he will look bad failing someone he trained.

Instruction can also be given during a 135 ride, its no big deal, don't sweat it.

Not enough information is provided.

By the very nature of your question, one who provides instruction and then provides the checkride may be considered in conflict of interest, but no hard and fast rule applies.

I've taken instruction for a rating on several occasions by the same person who administered the practical test, both from a company or training organization, and from a designated examiner.

Under your 135 certificate, the FAA will determine who may act in a training capacity in the aircraft, and who may serve as a check airman. If the Administrator has designated the same person to perform both duties, then so be it. You may face an ethical conflict if you have a problem with the quality of training or the ride, but there is no legal conflict.

Legally, it is not a conflict of interest as long as the instructor/check airman has letters authorizing him/her to act in both capacities.

As long as you have Check Airmen authority, there should be no problem. All the major training centers have instructors that are also Check Airmen.

Not a problem at all... I've done it a number of times. Sometimes they were even observed rides where the FAA is checking me checking. They were aware that I also trained the guy and they had no problem with it. All that said, I do think it is better to have two different people doing the training and checking. It can only benefit the student in giving you two perspectives and it is a good double check to make sure nothing gets missed in the whole training process. Just my .02 but I wouldn't sweat it.

The first sentence is a fragment. In a 135 operation, there is a designated Training Officer (TO). The initial 135 checkride must be administered by a designated company Check Airman (CA). That CA must take a checkride with the FAA to give him CA authority. If your company does not have a CA, then the Fed in charge of your company (PI) will give checkrides to each pilot every year (VFR) and six-months (IFR). Make sense? Didn't think so. Can't say I didn't try.

How 'bout when the check airman gives both the training and the checkride, but has the training officer sign the paperwork to falsify that the training officer gave the training?

Classic...unfortunately ethics are not a consideration.
