91.209 specifies you need lights between sunset/sunrise (plus Alaska thing) but doesn't prescribe the need for any aircraft lighting of any kind during periods of daylight.

121.321 specifies light needs during night as well.

Question if one of your nav/strobes/etc. were non-functioning could you legally depart a 121 operation during daylight hours?
 
Our particular MEL has 2 entries, one for "All Operations" and one for "Day Operations". You can have different amounts of lights out depending on which you choose.
