The regs state that if we are shooting an approach that we need to have 3 things before we can land.

1. to be in a position to land using normal maneuvers

2. required vis.

3. at least one of the items listed that makes up the runway environment

The regs say that we can land if we see the VASI. Can we land if we have a PAPI instead? They both do basically the same thing, but its not clearly stated in the regs. Is a PAPI considered part of the runway environment (91.175)
 
I've seen this issue discussed on another board, complete with references, but I can't remember where. The bottom line is that PAPI's were not around when the reg was written, but they are part of the runway environment.
