What are (or where) are the rules for overflying Mx and Canada (ifr)?
Canada you can overfly.
Mexico? Say, MIA to LAX?
 
Don't know your answer but if you are flying MIA to LAX great circle you won't have to worry about Mexico. Your flight will be within the US.
