Does anyone know why the controllers at KLAS want you to say the words "operational necessity" when requesting rwy 1/19 for departure (and subsequent LAS3 SID) when they're using the 25's with an RNAV SID? They seem happy to give you the runway, but I'm curious as to why the need for the phrase.
