Assuming you're talking about EchoFlight, they still are. They planned on stopping the free service, but as the site says,
That was not the last data cycle that will be provided by EchoFlight for free online. But this one might be.

This service started as a prototype for EchoFlight running on my personal webserver. The Bandwidth required to host the plates has become a problem. I see how much the world has come to depend on this service. We are currently working out how to resolve the pressing bandwidth issue and maintain the free charts... if only to keep you all from having to subscribe to jepp!

Reading is fundamental.:)
 
FltPlan.com

FltPlan.com has pull-down windows for DPs, STARs and IAPs for every airport in their flight planning database. They offer the FAA charts on CD as a subscription too if you're interested. FltPlan.com is totally free. You have to register to use it and provide your DUAT information if you want them to file your flight plans. I'd highly recommend checking it out!
