New FAA Hazmat Regulations

I was wondering if any one knows if the FAA is putting out there own Hazmat training program as they have in the past. Any recently certified 135 operators, operating with these new regulations?
They don't go into effect officially until 2007.
 
That would be the FAA's training program. We are a do not carry operator. When we were certified, the FAA handed us a handbook and said this would be our training program. I was wondering if they were going to do the same for this new set of regulations, or post guidance as to how the new program should be formulated.
Theres a lot of changes, i think a lot of it is incorporating Advisory Circulars into regulations they can actually enforce, also limiting those who need to be trained to those in direct operations with the hazmat, as opposed to supervisors.
