Called about a company about getting a helicopter ad on to my Commercial airplane the guy on the phone insisted that I was required to take the written test even for an ad on! From my understanding you don't have to take a written! He got very offensive saying that you are not a CFI I am and he know the regs. Then he started talking about fuel surcharge for hovering part of the training? At that point I pushed the end call button.
 
Was there a question in there, somewhere? Fuel surcharges are common today. Seeing as you already hung up...what was your point, again?
 
14 CFR 61.63

(b) Additional category rating. An applicant who holds a pilot certificate and applies to add a category rating to that pilot certificate:

(5) Need not take an additional knowledge test, provided the applicant holds an airplane, rotorcraft, powered-lift, or airship rating at that pilot certificate level.
 
It's covered in FAA order 8080.6

There is no test required for Commercial Airplane to Commercial Helo.

There are specific tests for added rating going from ATP Airplane to ATP Helicopter, as well as several flight instructor and flight engineer rating, and between powered and unpowered categories.

Tell him to reference Figure 7-4 in the 8080.6, and ask for a discount for having to school him.
