I just read this:

"HPN OFFERING NEW BROCHURE ON VOLUNTARY CURFEW
Although noise complaints at HPN have dropped 50 percent this year through September, officials at the New York City-area facility are distributing a new brochure to charter and fractional operators and passengers in an effort to reduce operations at the field during the voluntary curfew. Titled "It's Not Just an Airport, It's a Neighborhood," the one-page flyer emphasizes the need to adhere to the Voluntary Restraint from Flying Program. Total air traffic at HPN this year is down slightly compared to 2001; however, the number of corporate operations has increased, and the number of flights conducted during curfew hours is up 26 percent."

Ok, is it just me and I'm missing something, or does this not make sense???

Traffic is up 26 percent during the curfew and noise complaints have dropped 50 percent.

And now the airport wants to REDUCE traffic during this period. Oh, gee, I guess that makes sense... it's a government job.
