Question for dispatchers - part 121 domestic operation.

To meet the FAR part 121.613 requirement of destination weather "at or above authorized minimums at estimated time of arrival" can the visibility in the TAF at that time be converted to an RVR value?

For example, TAF visibility for ETA is 1/4 SM. Airport has a II/III approach which obviously use RVR for landing mins. If alternate requirements are met, can you dispatch to this airport?
 
EWINS Certified dispatchers may take a SM value and convert it to RVR.
So if its 1/4SM main body, one may do an FMF (flight movement forecast) for RVR 1800 or whatever minnima they need.

Keep in mind though, FMF's cant be thrown around all the time to get by whatever required wx they need. Cant do CAVOK all the time to just send flights. If one busts a FMF (can be done several different ways) one needs to reestablish their FMF currency.

In order to be EWINS qualified one needs to go though EWINS training and work for a carrier with an approved EWINS program.
