XJT is traded on the NYSE which has different listing standards than NASDAQ where MESA is listed. XJT meets at least one of the many size and quality criteria.

That being said, there are only 4 NYSE listings that are currently under $1 and all 4 first reached that level in the last 2 months. Hmmmm
