I had a student come in for some instrument instruction today. He's got a COMM rotorcraft instr, COMM ME airplane, with no instrument. If he completes the SE airplane instr add-on, is he then legal(not smart, just legal) to fly a twin IFR as well?

I may be mis-interpreting the regs, but I can't find anything specifically dealing with MEI add-ons except for ME CFI.

Look on page 5 of the Comm Airplane PTS:
Removal of the "Airplane Multiengine VFR only" Limitation.

He has to demonstrate an instrument approach in simulated instrument conditions with one engine inoperative.
