Middle Tennessee State University in Murfreesboro, TN has a Masters in Aviation Administration.

They offer one in Aerospace Education as well.

They are also part of the college initiative for Air Traffic Control and can send you for the test

I'm 90% sure the CTI program has to be done while earning a B.S degree. If I recall correctly, it's a specific requirement of the program.
