Unless you have a personal relationship with the Chief Pilot, I would not bother calling him/her. I also feel a FAX is sufficient, but that's up to you.

Maybe if you know a suitable aplicant you could pass on the referal to the cfi to make his job eaisier help out a friend and make it ook like you care that is ofcourse if you no the cfi otherwise you may be cuting your friends throat
