Any one with input on the best bang for the buck on getting a quality rework on a learjet 31 interior ?

Check with Spectra Jet in SGH. Those guys are really connected when it comes to Lears

Keeker Aircraft interiors @ IND did some amazing work on one of the 31A's at my old company. Put in the 45 interior, and at a great price.

All I can say is stay away from Uvalde. Jim Miller paint is great, but the interior shop down the way is not.
