What do the arrows with a D then a number pointing away from a VOR mean on a jepp? Like for instance "---> D39"? I know it is DME but why do they only sometimes put the DME next to the arrow and other times they just have a ---> pointing away from the VOR?
I am guessing it is some sort of change over point, but the random distance addition of distance confuses me.

I'm not sure if I understand the question, but Jepp will put the dme number at a fix so the pilot does not have to add each segment of the airway to come up with the total dme you should read.

They will omit the dme distance if it is just the first segment only, as it does not require any addition figure out the dme reading.

I think NOS/NCAA charts fo the same thing.
