Is there a FAR or other rule on the placement of airstrips?

I have a question concerning airstrips but I couldn't find the answer anywhere. I have the paperwork and the other stuff to get one on the map, but is there any regs or such like that that pertain to the placement of airstrips? My buddy has strip that pretty much his property adjoins some airport property. I didn't know if there were any rules to the placement of such or not. I couldn't find anything listed in the FAR's, but it may be in there.
 
Local zoning and ordinances will also come into play with this issue. Its not just a federal reg that will negate a property from certain uses.

Friend of mine received a letter from the county telling him to stop landing his airplane (super cub) in his field because it is not an authorized airport. He told them to go to blow goatsl!!! Every time a neighbor complains (he was doing it prior to housing development) the county and now city (Annexed) send him another letter threatening special assessment clean water acts for land erosion, etc. for operating a recreational vehicle on his property.

The funny one is when the city annexed him they made a threat to tow it they called it an unlicensed abandon vehicle in the city limits he now has to move it 100' under it's own power on demand or face tow and/or fine.
