is fractional 135 or 91?

As soon as the final rule is published, fractionals will be regulated under Subpart K of Part 91. Don't know anything about a change to Part 135 that would affect fractionals.

Right now NetJets operates under Part 91 or Part 135 depending on the type of flight it is.

91 Subpart K is due out-I don't know when-but it is supposed to apply specifically to Frax operators.
