IPC by non-current MEII

I've searched high and low and can't get a concrete answer on this. I think you can, but not sure. SO.... Can a non instrument-current MEIIgive an IPC in VMC under VFR? Thanks.

Sounds concrete enough to me.

General Rule: "Currency" has to do with qualification to act as a required flight crewmember. It has nothing to do with teaching.

Why not? As long as the IPC is given in VMC.
