Best and safest way to operate is to simply go with the more restrictive number.. IE: the 15 degree celcius number... That way you will not have to worry about multiplying by any factors or adding 37.5 feet to a takeoff distance....
And any FAA person will never fault you for using the more restrictive number. He may however question you on why you tried to interpolate some crazy numbers instead of just using the most restricive....
Same goes with adding in headwind corrections. Sure in extreme cases you could gain a few extra feet I guess. But if it was really that close in the first place why even bother. Just don't add it.. I've never flown with a guy who wanted to add in headwind performance numbers.
