I just received a new airmen certificate. it reads that all pilots need a type rating when not flying within the boarders of the USA. I know two pilots that fly 135 in a lear 55 with only one type rated pilot to mexico and south america. Are they breaking an ICAO law? Does anyone know the ins and outs of this?
 
Some countries require both pilots be type rated to operate within their airspace. Some do not. Years ago, without the type, it got me off some awful trips to places you wouldnt want to go. Some "customs" officials check and some do not. Thats why we always use a handler...they know what palms to grease.
