After looking at the site, I believe that goverment entity requires you to be an Aeronautical Chart Agent. In other words, they don't direct market to the public. I could be wrong, but that is what I gathered from the site.

I used to work for a company which had a subscription to NOS charts directly through NOS (this was back before NACO) Interestingly, although the subscription was through NOS, the actual mailing of the charts was handled by a contractor.
