When do I need to meet the requirements of a PIC during ground operations not involving intension of flight?

My example would be I need to move aircraft from hanger 1 to hanger 10, and I want to start it up and taxi it over. I have no intensions of flying it (a given in the scenerio). Will I need to buckle up (as mandated by the FARs)? Do I need to be within the 8 hour drinking rule? Do I need to verify the documents on board (for myself and aircraft) and airworthyness?
 
You don't even have to be a licensed pilot to taxi a plane for re-location or run-up purposes, mechanics do it all the time. I don't know about the drinking-rule, that's a good question.
 
Well, there are several times you could do this and it would be perfectly safe. The buckeling up one is the one I am most interested about (about the only situation where I would bust the FARs and not do anything I consider stupid).

I would think the drinking rule would then fall under the motor vechicle restrictions (0.08 or 0.1 depending on your state).

Thanks for the tip about the mx guys. I had forgotten them so you wouldn't need to meet the FARs. I know that the NTSB part says that the accident/incident must happen with the intension of flight in order to be covered under it.
 
91.107 (a) (3) ...each person on board a U.S.Registered civil aircraft must occupy an approved seat with a safety belt and shoulder harness properly secured around him or her during movement on the surface, takeoff and landing.

Re: Drinking and Taxiing: 91.13(b) No person may operate an aircraft on any part of an airport surface in a careless or reckless manner.
