I have a question about the Recent Experience Requirements (61.217) for a ground instructor. When you are issued your initial ground instructor certificate (assuming you are not a CFI), are you assumed to be current at that time to start the 12-month window for recent experience, or do you need to demonstrate proficiency to an instructor and get a logbook endorsement per 61.217(b)?

I searched the archives and couldn't find an answer to this question.
 
Wish I could help but I don't have my regs with me. This isn't an answer to your question but my understanding is that the AGI and IGI don't expire...ever. Is that correct?
 
Ground Instructor Certificates

61.217 -
The holder of a ground instructor certificate may not perform the duties of a ground instructor unless within the preceding 12 months:
(a) The person has served for at least 3 months as a ground instructor; or
(b) The person has received an endorsement from an authorized ground or flight instructor certifying that the person has demonstrated satisfactory proficiency in the subject areas prescribed in 61.213(a)(3) and (a)(4), as applicable.

Given this, you must have an endorsement for the FOI [61.213(a)(3)] and for the knowledge areas [61.213(a)(4)]. Unless you have received one of these in the past 12 months, or served as a ground instructor during 3 of the past 12 months, you are not able to "perform the duties of a gorund instructor."

That is correct. A CFI (not Ground) certificate is listed with a limitation which says "Valid only when accompanied by pilot cetificate no xxxxxxxxxxxxx" and "Expires: 01/31/05" (24 months from issued date)

A ground instructor has no such limitation. The only limitations to its use are those prescribed in the recency requirements above.
