Do any of the fractionals select applicants that don't quite meet minimums?

Example: I have a type in the 525 and 200 hours in the CJ3. Would Citation Shares like that and maybe grant me an interview if I don't meet the total time?

I'd stick it out and continue to accrue more CJ3 time. If fractionals are your ultimate goal, maybe switch to another CJ operator if you are not getting enough hours per year. If you are getting quality time I would stay there until you reach the minimums.
