fractional bases

I am wondering how it works for bases. I know EJA has gateway cities, what about flex and options? I know it's 3 hours or 100 miles, is that 3 hours flying time? I heard some will fly you from where ever you live?

Options

any airport that is served by 3 airlines with a total of 6 flights per day. If you choose Cleveland as your domicile you have you get an extra $400 TAXABLE per month but your responsible to get yourself to and from CGF if they want you there.
