I have a foreign student who is about to go get his private. Is there some sort of a background check/form that he needs to fill out and have approved by the FAA before he can go for the ride? Anyone?
 
Not as far as I know. I have signed off several foreign students, and and never been told they need anything. Does your student have an I-20 student visa? I believe INS does a background check for that, but as far as the ride goes, the regs don't specify one. When in doubt you can call your local FSDO. Good luck.

Thanks, the FSDO told me to go to the website and look under this and that... basically, he didn't know. I called AOPA and they said it was only for ac over 12500lbs. thanks for the help.

Does he have a Visa for the purpose of obtaining flight training? If so, he has had a background check. If not, he is not supposed to be getting training FOR A CERTIFICATE OR RATING.
 
Actually, we had a student's checkride get canceled today because his I20 visa wasn't stamped properly. Make sure the student has the I20 with him/her. The DE will now check it and enter the info on the 8710. Hope this helps.
