I read a good article in Flight Training magazine about fractionals. I quote from it "Though technically a FAR part 91 operation, Flight Options adheres to part 135 regulations"

How can a charter operation be considered a part91 gig?

Flight Options is a fractional. Customers buy into it, become part owners of corporation and airplanes. So it is no longer common carriage but private carriage that does not require 135 certificate.

However, Flight Options do have a 135 certificate as "Options Flight Support Inc." dba "Flight Options" out of Binghamton / Johnson City, NY
