Do most charter type operations require fingerprinting? I know that UPS and DHL frieght contractor type ops just started this procedure, but I was wondering about flying Pax. Thanks.
 
I believe that fingerprints are still required for a TSA clearance.
 
As one who just went through this whole shebang...basic 135 pax charter no...if you are flying as a feeder/contract for UPS/FedEx/DHL/etc, then yes. Not only prints but a CHRC...Criminal History Records Check. If your company is a NATA member you can get a break on the CHRC. Fingerprinting is easiest down with your local PD (Unless you're in big town/city ala LA, SFO, SAC, etc.)

UPS initiated this for their small feeder contract companies due to, what the TSA called a "security gap" when the packages left the "safety" of the brown trucks into and unknown (read unsafe/non-terrorist-proof) small feeder aircraft. (Who knows what devious plans those fr8dawgs have in mind!) TSA said "Fix it" so UPS proposed the CHRC/Fingerprinting deal. TSA said, "Thanks for making policy for a federal agency". Small feeders for UPS had to complete all of the process by the end of March.

If you are a required crew member on an aircraft weighting at or above 12,500 pounds, you must pass a criminal history background check. And you will be fingerprinted.

The good news is that the fingerprinting goes with you, so if you move to a different operator you don't have to get it done again.

The rule got re-worded in summer of 2004. It's no longer inclusive of 12,500 lbs. It now matches the FAA definition and applies to over 12,500 lbs. We were on it intially with a 12,500 lb aircraft and voluntarily stayed on after the rule change since we already had paid for recurrent training and were hoping the 12-5 program would be one of the protocols for DCA access. Last year when they brought out the new, seperate program for DCA access we with-drew from the program. Keeping track of the NFL on dial-up and doing it the way TSA wanted it done was impossible for a small outfit without a dedicated dispatch office.
