Can first year FO's become FFDO's? Are there any airline or government rules which bad it? What happens if you are furloughed in respect to you privlages?
 
Yes, first year FO's can become FFDO's. Go to www.tsa.gov then click on "security and law enforcement" for more info. You need to be employed (in pay status) by an approved airline (the list is on the site). And also need to have the obvious like either an ATP or Commercial license without any felonies or misdeamenors. Hope it helps!
