I believe federal funding is available to the displaced worker, but the recipient recieves the funds through the state. The Fed has provided "additional" funding to the states for positions lost due to 911, which our industry qualifies.
I believe the funding amount varies by state and application of need for re-employment by the individual. This is in theory only. You have to be furloughed before you can get things moving and I don't hit the street until 11-1-02.
