FAA to crack down on people who target planes with lasers

Why battle a real* problem like fatigue when you can chase a single person in the LA Basin or the New York metroplex with a laser pointer on his or her (but most likely his) key chain.

*I do realize laser illumination is a real problem, and I've even been hit with a green laser, but fighting an issue that is more like finding the tip of a needle in a huge hay stack is a little far fetched.
 
Its perplexing why someone would intentionally shine such a light at you. What enjoyment does one derive from such an activity.
